At the helm of WTL is its founder Artemio "Bobby" Torres, Jr., a B.S. Civil Engineering graduate from the Mapua Institute of Technology and the first Filipino Certified Welding Inspector (CWI) of the American Welding Society. He is also a founding member of the Philippine Welding Society. Mr. Artemio typifies the hands-on executive who has risen from the ranks and became Plant Operations Group Manager at the Engineering Equipment Inc. in 1979 and then QC/QA Manager at the Al Mojil Establishment in Saudi Arabia. In 1980, he incorporated Traders Industrial Supply Co. (TRISCO)and at the same time became VP and consultant for Steelweld Corporation of the Philippines. Consequently, Mr. Torres participated in a series of in-house, local and international seminars and training workshops. He also took up courses in welding at Lincoln Eletric Company in Sydney, Australia Tank Welding Practice and Procedure at Toyo Kanetsu in Japan; Corrosion Control at Nippon Corrosion Engineering in Tokyo, Japan; and Arc Welding Inspection Quality Control at the Hobart School of Welding Technology in Troy, Ohio, U.S.A. With brilliance, Mr. Torres passed the welding inspector qualification and certification test given by the American Welding Society in Miami, Florida, U.S.A. He also authored a technical paper entitled "Welding of Steel Products in the Philippines," presented at the Southeast Asia Iron and Steel Institute (SEASI) conference on "Rolling, Forming and Fabrication of Steel" held in Haohsiung, Taiwan, in September 1979. Armed with the required skills and technical know-how, Mr. Torres incorporated WTL (Philippines), Inc. in 1981, in a tie-up with WTL USA, one of the biggest and the most respected NDT specialists in Continental America.
